Project Proposal: Security semantic conventions #1838

As discussed during SemConv WG meeting I have created a proposal for security project to start discussions around this new domain within community

There are not all of the points covered there as we need to discuss them first or they need to be defined after the group is created

Hi! I'd be interested in participating too, as I work on projects that produce security data. It's hard for me to commit long-term at the moment, but I'm happy to help in initial efforts.

Link check fails with this url from Readme for Communications (Website, [Documentation](https://opentelemetry.io/docs/), etc.). Could please someone check if there are problems with access rights maybe?

Hey! Dynatrace is interested in joining this initiative. I would like to join the kick-off meeting of this project to understand the scope and timeline better. Based on this information we also want to nominate an expert for this project. Thank you!

Hi @trisch-me, I'd be very interested in participating in this working group as a domain expert if possible. I'm UK-based, and I work for Grafana Labs as part of their their Security team.

Looks good. Minor comment for future nomenclature used in other PRs or comms (don't want to block this because of it): we have dropped the usage of Working Groups and now refer to SIGs, which could be temporary or permanent. We'll also need a GC liaison as with any other GC (which could be assigned when the SIG is added to the list of SIGs)
